Is this a drawing exercise? Are you supposed to be developing hand drawing or CAD drawing skills? If so, then it's a matter of scaling and redrafting. If you simply need to re-scale them, then it's a matter of some simple math and a xerox machine. You can scan the drawings at extremely high resolution and scale it in photoshop and then plot to scale. You can scan it with a vector based application and import it directly in Autocad for manipulation and plotting. So many ways to do it, depends on what the end product is supposed to be and what the process is supposed to teach you.
