Not sure pre-cast is ever going to be cost effective for affordable residences-- you must provide some sort of interior finish which is more complex installation on concrete and will add cost to the basic wall construction [there are cheaper framing systems that accomplish the same result] Concrete just is not a "warm" material and not compatible with residenctial construction.
