You mention a crawl space under the garage slab [???? highly unusual!!!!] Most garage slabs are poured on grade. IF there is a crawl space, then there should be a foundation wall; does the slab override the top of the wall? If so, chip the slab back about 4" from the exterior face and down to the top of the wall. Place heavy mastic waterproofing on the edge of the slab and the top of the wall. Then lay one course of 4" thick CMU, with proper backup [to get an 8" wall] and use the 8" CMU for the upper 2 courses.
