Message - sound isolation

Please advise on sound isolation.

I have the following situation in Abuja, Nigeria: A new development with a 2 storey apartment building next to a generator house. The 2 buildings are seperated by a 25mm air gap. The 2 party walls are built with 230mm sandcrete blocks.

Question: do I leave the cavity as an air gap or do I fill this air gap up with a material which is locally available, such as polystyreen board.

Please advise.
