I'm not sure that I feel flashing would prevent water from wicking thru the mortar joint that would be at the first course of block on the slab. In fact it might even give it a better chance. Since the flashing would separate the connection of the mortar to the slab. Talk to a masonry supply outfit. This is something they could help you get right. Sometimes the is some type soft pvc gasket that could be just what your looking for. Also there are quite a few companys that make flashings that could offer some assistance Like York flashing company
