I dont know where you live but there has got to be some skateboarders in your area. Get with them and ask them what they like or dont like at the skatparks they have been to, and what they would like to see. Be prepared to make small bribe's for there cooperation,pop-rocks and used bras will give you great leverage. You didnt mention a budget in your plans but what you are preposing is an archetectual nightmare this island that offers patrons an alternate view point would create a number of logistics and saftey issues not to mention interupting the inportant "flow" of the park , because if there was not a sky bridge linking the obseratory to the perimiter the veiwers would become targets to and from, and the park would be seperated buy a gated pathway on one side. the best bet would be a tunnel that would run under the length of pirimads,hips, and bumps that are directly adjacent to each other, but expencive due to the specifications required for confinded spaces.To use ramp structures as backings where buisness will be conducted is obscene! the noise generated from the ramps in use will make talking grandma into a compleate for little jimmy's christmas present harder than columbias ceramic tiles. No concreate wont help ask the pompano,FL skatepark.The skate parks buisness section is no place to be frugal they get there own building. There are many holes in your plan so the best thing is to get with skaters who have been around a while because if you build somthig they wont skate you'll have a quarter million dollar turd staining your shirtail. But then again does your teacher skate? probley not. so you could probally throw in a giant bowl full of jello, an island with hanging pots and pans overhead ,and a billy goat with betty davis eyes and he'd love it. good luck, tell me how it torns out.
