Although many will say that we can never write regulations or requirements to meet each and every need or situation, you may well have an issue worth consideration by the bulding code people-- ICC.

Your solution, as simply, and as least costly as you mention, will NOT become common practice until it is mandated. Until then only the most considerate and sensitive owners will provide your solution-- good as it may be. Most will always see only a bottom line that can be easily elimianted, with no penalty!
