Many architects in the USA are AIAs who must follow ADA. If they change thier design habits, others will follow. Private restrooms cost less to build if I (or others) can change ADA's requirement that they ALL be accessible. Even as is, they use less square footage than communal ones. This requirement for private restrooms is silly as a huge communal restroom in an airport, for example, may only have one accessible stall.
