The programs of such buildings are very defined by the politicians at hand. Normally on the access of public to parliaments severe restrictions are put; this because power is still thought to be something dangerous to be wielded as much as possible at ease. Reasons are not lacking in Earth. However, it is clear that the everyday growing awareness of people of their rights should force out every exorbitant powers and unrequired secrecies of the current powers that be.
