I'm not as cynical as Manuel. Take a look at Romaldo Giurgola's Parliament Building in Canberra, Australia. The planning, heirarchy and ceremonial aspects are all well considered, but the form is dominated by the earth roof; a potent symbol of people and their parliament. This was an idea generated by the architect. This project has been published often. It's a good model for your study.
