Message - An architecture policy for Scotland

In the debate in the Scottish Parliament on 16 May 2001 the Minister for Culture proposed that an Architecture Policy is a "good thing" and that its objectives would be the fostering of "good architecture" in the service of the "delivery of policy", that is, the delivery of the Scottish Parliament's policy on housing, prisons, healthcare, education and social inclusion. The Scottish Parliament's preferred procurement route for education and large healthcare projects is the Private Finance Initiative (PFI), generally reckoned by the architectural profession to produce poor architecture. On top of this the parliamentary debate covered such issues as the use of "vernacular" for housing and the fact that the Parliament building, currently on site to designs by the late Enric Miralles, is on a ruaway budget which started at £50m and is now somewhere near £300m.
