I am not so sure the difference between European and US standards are against the safety on the US counterpart; I am spanish, and for lots of things the demands of US codes is far more complete and exacting than those of here. In my modest readings referring to seismic or concrete codes between USA and Japan or Europe, some different aspects counterbalance, and the amount of things to take unto account makes any difference very difficult, what from my viewpoint will remain the same whilst true international general standards are not assumed; Babel plays against the precision of a correct answer to your question. For example, fc and fck of same value don't represent the same concrete. And from here from wherever you want.
