The original file, when read into photoshop, should be treated as a background. So just add a new layer over it & paint on it.
In Photoshop you can only edit the layer that is currently selected in the layers pop up (that catches a lot of people out).
Paint Shop Pro is a similar type of package as Photoshop, is a lot cheaper, and can be a lot simpler to use.
Also search online for Photoshop tutorials, or look for how to magazines.
