It is also very likely that some alternatives of equalization of pressure might be possible to be used on aquariums to reduce the structural load...but watertight air chambers need isolate the underwater part, then far dear and risky to operate. The principle could be that of a submerged balloon kept at equilibrium of pressure with the external water, to avoid implosion. The forces would be then mainly membrane, and a pneumatic structure it would be. Forget this.
