Since i consider myself the poster child for whining about the arbitrary orientation tool, i'll answer your post. The artifice team is well aware of the problem, and intends to correct it. That said, the artifice team is super-busy. If you haven't been on this board long you might not yet have gotten that idea. The problem, it seems, actually is a difficult one. I don't know why, but i beleive artifice when they tell me it is.
At this point, there are a number of revisions to DW which have been suggested, and the most important of them will probably make it into the next major update which Kevin hinted at in:

So now we cross our fingers and wait, and in the meantime, we get to stretch our problem-solving muscles to get things done. The stuff i describe in this post:

The last one is a description of what i'll do if the arbitrary tool doesn't get fixed and i decide i have lots of patience and time and really just can't wait to work on my dome. All this of course, with the understanding that omce the dome is modelled, not having the arbitrary tool will continue to present problems with modelling the inside 8).
