Radiance uses a 24 hour clock, so if you set the sun to 12 it would be high-noon rather than midnight.
To make a night scene with RenderCity simply set Sunlight Off in the rendering options at the first page.
To do it for Radiance renderings running elsewhere, you need to open the .rad file in a text editor and change the first line. The first line will look something like this:
!gensky 3 21 13 +s -a 40
The 3 is the month, the 21 is the day, the 13 is the hour and the 40 is the latitude. To make a night scene change the 13 to 0. Save the file and then run your Radiance rendering with this new file.
