OK, now you're just running into a file-path problem.

The "rad" program cannot find the "oconv" program, because all of the Radiance programs are sitting in the c:\radiance\bin directory. When you use the command "c:\radiance\bin\rad test.rif", that tells the PC where to find the "rad" program. But "rad" then tries to run some of the other programs and can't find them.

You need to set the "path" so that your PC can find those other progra m files. You do that by typing the following at your prompt:

c:\temp\work> path %path%;c:\radiance\bin

From then on (until you close that DOS window, at least), your PC will be able to find the programs.

Go ahead and do that, and then let me know what error messages you see next. You'll possibly be back to the other error message about colorpict, and we can work from there.
