There are three areas that could effect the lighting issues you describe. First, the "edit lighting": you can use a combination of interior and exterior lighting to produce the effect you are looking for. Obviously, while you can use some 'moon' lighting, the 'sun' has to be turned off by unchecking that light. Secondly, the "edit background": you should be able to use a very dark blue or black or even a graduation of both to get the background color you need. You can come up with some very cool blends. Lighting should have NO effect on the background color you choose. In fact, even if you did leave the 'sun' lighting on, the background should not change. However, other interior/exterior objects will be effected be the 'sun' and may appear to be a change in the background from an interior view. Finally, "edit atmosphere": if you turn it off, the color you chose in backgrounds is the background color. Turning it on allows a wonderful tool to tweak night lighting to simulate urban, rural, moon light, cloud cover, etc. Pay close attention to the Visibility and Max Dist (distance) or you might create an atmosphere right through your living room.
