Message - Urethane bumper question

OK, this probably doesn't even belong in this forum, but maybe you guys can help.

This rear bumper on a car is slightly bowed right above the license plate as shown in the pics. Guess is caused by years of having the license plate lights on. Is there a fix to form urethane back to it's original state of flatness? Is it going to result in taking the bumper off, repainting, etc? Any quick response is much, much appreciated.
