The Cap and Trade legislation envisioned by Congress takes no account of who consumes the electricity. The CO2 is emitted by the power plants and the purpose of Cap and Trade is to make electricity more expensive if it can't be produces with lower emissions. At some point, building owners will be forced to use less electricity.
The end result is the same, but the fact that buildings consume so much electricity does not transfer to them the responsibility to reduce CO2 emissions. |
