I am trying to import a dgn file from a microstation user. What can be done to make this possible?
The sender tried saving as a dwg and then I imported into PC with some success. Part of the difficulty on the import was the scale was incorrect by a factor of 12. It made no difference for me whether I changed the scale in the bounds extent to feet or inches.

There has been some discussion of this previously, so try searching here and in the old forum.
Your situation is easily corrected, though, as long as all of the data is in the translated document:
1. turn on edit all layers;
2. select all;
3. command -X;
4. Set the scale to the desired number;
5. paste special through layers and to scale.
Sometimes the result is off the page. Try making the page size 200x200. If it's still off the page, note the location in the Edit Window, then set the nudge to an appropriate value and move everything to a visible spot, making sure you still have everything selected.
Others may have a different way of doing this.
It is true that translation can be a PITA, but PCX's translation is quite robust and dependable.

The latest version of the translator is pretty solid although I have never received a file from a MS user. Do you have the current version on your machine? It may be something on their side too.
Maybe post the file and someone will be able to make it work.
