Hello,

i want to calculate the create a program to calculate the area of the shadow that a building creates on the ground.

Is there any app or plugin or API can help me?

I have heard there are some plugin or app to simulate the light in a concret moment of the day in any part of the world.

Is is true?

Don't know about software but there are charts that provide information abou the sun's location at various times durng each day of tghe year in various locations.

Any calculationis for a short moment only as the sun relocates as the earth moves/sins up and down; around, etc.

Yes. You can use the charts for the solar angle.
Also if you have a daylighting laboratory near your place where you have artificial lighting system created for calculating the shadows and the amount of light received in the interiors it can help you.

Create a mass model, then render in VIZ with the proper sun angles. It's fairly easy to set up & you can adjust the shadows to different times of the day, different lattitudes, etc.
