Depends on who is paying, what they are paying / wanting as end product, and the time frame...

Pick two.... and forget the third.
It seems to be a Catch-22, where haste makes waste, and hesitation is devastation. Finding the balance between the two is the key to a good project, pre-planning, critical path thinking....

just charge an additional "fast-track" fee
another word for this is "acceleration fee"
