Karl, go to your local library and check out a copy of Ramsey & Sleeper's "Architectural Graphic Standards." This, or a similar book, will give you detailed drawings of common architectural elements, showing the standard dimensioning for them.
I can answer your two questions, though. For kitchen countertops, the dimension from the front edge of the countertop to the face of the backsplash is usually 24" and the backsplash is about 1/2" thick and 3" to 4" in height. The space between your island and the counter should be a minimum of 24". These are standard measures used in almost all housing.
