In the last years I tested lots of programs, some of them expensive,
other inexpensive. The main problem I see with most of the inexpensive
software is about concepts and support. And, of course, the learning
curve. For a low price and support, choose Punch.
Other popular option: make a hand draft and ask the Helpers for
assistance. For a very low fee (almost the price of the software) they
will show you your ideas in 3D, with lights, photo insertion, etc.
