a friend of mine recently visited Tirana (in Albania). He told me that the authorities found themselves faced with the problem of row upon row of drab Stalinist-style grey apartment blocks. (Obviously, in the British Midlands this use of dreary concerete is virtually unknown ....). They could not simply replace them, but how could they make it less depressing ?
Answer: they painted them all in vivid colours and apparently the effect is remarkable.
