Novel idea, .... but not very efficient, The amount of energy required to move the water to the turbine, and the turbine to spin fast enough to evap the water will heat the water returning to the pump and add heat to the space you are trying to cool. With an evaporative cooling system the greatest realistic temperature difference you will achive is 18 degrees F. Thats the difference between wet bulb and dry bulb temperatures, in a desert
Simpler is better, stand in the shade with a fan blowing in you, if that does not work take a bath or swim in a pool.
