Message - Police Station Design, Floor Plan

Our township is in the process of deciding whether to build an entire municipal complex (the old one resembles a boring one story factory!) or save the old building and make the Police Facility and build an Administration/Public Works building adjacent to the existing building.
We as police officers have been tasked with coming up with ideas to save the building, design the functional floor plan and dress up the "old digs". I am looking for ideas and assistance. While the government will eventually hire an area architect, We in the Police Service want to be one jump ahead with a solid, functional, workable plan. The existing building is one story, broken up into "Skinner Box" Offices and a large garage space. I feel with some outside cosmetics and some interor work we could save the old girl, and we look like hero's to our community, "saving some money". It will cost unknown $ to bulldoze the old structure and our Pennsylvania German tax payers will not stand for that. Hence I need some "past project" floor plans and designs of police facilities.
