Message - Design workshop: Is it any good?

I have been trying to assess DWL but i have found it to be so unreliable and unstable that I cannot get through the tutorial without "unable to complete lats command" or "performed an illegal operation and will close". Is this normal for Design workshop under Windows 95?

Besides that I think I may have been sold a very ancient copy instead of the up to date one. There is only one level of Undo (sometimes) when all my other programs have hundreds. There is no context sensitive help. I am constantly right clicking the mouse to get hints or options and it seems to do nothing at all. The floating menus are in a sort of dazzling brutalist black and white which looks like an old Dos program gone reverse video. Am I missing something? Is this 1998?
