I just bought DW Classic after playing with DWL for a couple of weeks. My experiences were not at all like yours...for a product in this price range, it has seemed exceptionally stable. It could benefit from a wholesale revision to its help and user manual (it shows its Apple heritage there), but the software itself seems to work better than average. Can't recall ANY crashes, actually.

But I'm running NT Workstation 4.0 SP3, which IMHO is about 10x more stable at running any application - other than DOS games - than is Win95 (and this estimate is based on real-world experience in using both to do VB and VC++ program development...that's my day job).

My advice: toss Win9x and upgrade to NT (sooner or later you will have to anyway)...don't blame the apps.
