Lightscape definately addresses the same kinds of problems as Radiance. At Artifice we endorse, sell, and support Lightscape, because it is an excellent photometrically accurate rendering application.

In general, however, Lightscape is much, much more difficult to learn and to use than Radiance Online. And as mentioned, Lightscape is for Windows NT only.

So, while there is some duplication of effort in building up Radiance Online with a library of lighting fixtures, when those libraries can already be purchased for Lightscape, the end result with ROL is something very different: easy to use lighting simulation that's a painless and natural extension of the design and presentation rendering you're already going to do anyway.
