Message - About Animation

Here is what I need to know:
1) about how long (in person hours) does it take once you have a short story written to constuct storyboards for about three minutes of animation (with music and voice work)?

2) given story and storyboards, about how long does it take (in person
hours) to produce the art, audio, and the Flash/Shockwave animations?

3) Does using many of the same charaters and backgrounds (or background
elements) effect the time to produce later art and animations, and if so how much?

I have over 100 stories in my reading program for 4 to 6 year olds and they need animations (I use a "contingent Disney" approach to motivation and comprehension). I have to get a handle on the time to produce these animations, which I figure would be about two to three minute on the average.
