Well, once you have the story decided, and the storyboard and layout done, its simple going from then on. I assume, by then you know the details of your characters and backdrops and interaction etc.

a) It depends on the type of animation you intend to make, like a simple animation wouldn't take more than a week or so to create, while a complex animation would take over a month (I'm talking about a single person effort here). Of course, a team would greatly shorten the time.
b)Flash animations are rather complicated to produce, primarily because they do not offer their tools the way an artist approaches them. Still, given time and a LOT of effort, and of course a fairly good exposure to flash/shockwave, it might take in the region of 15 days, working at least 8 hours a day.
c)Using the same backdrops, characters, interaction will GREATLY reduce the amount of time and effort it takes for the animation to be completed.

Final suggestion is that you can make a team of people (you have a team, haven't you? you didn't specify the number of people) and assign the manpower to make it a highly efficient and streamlined effort.
