I know exactly what you are referring to, as I have often encountered this issue myself. There is a way to relocate the origin in PowerCADD, but this change doesn't seem to export in DXF and PICT files. Maybe this is something can be followed up with Engineered Software?

Otherwise, I tend to select all imported geometry and move it so that it is centered about the origin in DesignWorkshop (move the model, rather than the origin).
