Message - Cross Platform Upgrade?

If I now own DW 1.7 for Mac, am I able to trade it in for the Windows version when available? In conjuction, if I were to sell the Mac version to another party, with full License transfer, would they then be able to crossgrade to the Windows platform? Just wondering. Trying to get a feasible and efficient solution for production work,
