In Autocad, creat a circle and "extrude" that to the desired length. Create a sqaure and extrude and then line up your two solids. Enter "union" at the command prompt and select both solids to join them together. Next, use the fillet command and pick the rod where it joins the box. Enter an apporpriate value for the fillet length and take the defaults.
Another method would be to draw a circle (as a set of 4 polyline arcs) and a square and use the Draw\surfaces\edgesurface to create a mesh. You will need to be familiar wiht the "surftab1" and "surftab2" variables to achieve the resolution you might be after.
