A free way to do this is to use gMax, it has a DXF importer. You can then export to game formats with the gamepacks. Many of those exporters are freely downloadable, as is gmax. This program is more than a file conversion utility as you probably already know.
Another way to do this, and perhaps simpler would be to use MilkShape. Besides viewing the model this excellent shareware utility offers an unbelievable amount of file conversion options. It has DXF import and DirectX export, albeit 3rd party.
Yet another way would be to use Deep exploration, if you have a fat wallet. The older version 3Dexploration may have some exchange formats you may be interested as well.
