I got the same error today after installing Norton Antivirus 2004. I went to www.norton.com and found the following:
After installing Norton AntiVirus 2004 (NAV), you receive the error message "APWCMD.DLL file is linked to missing export APWUTIL.DLL: ApwReadNavopts@4." If you run a manual virus scan of the computer, you also see the error: "Norton AntiVirus was unable to scan your computer for infections because a critical error occurred during the scan." In the lower-left corner of the window, you see the numbers 3019,1.
Symantec is investigating this problem. This document will be updated when new information becomes available or a solution is found. If you would like to submit information to Symantec technical support to help solve this problem, continue with the section "To provide information to Symantec." Once you have sent your information, then try the workaround in the section "To uninstall and reinstall Norton AntiVirus." Click the icon to the left of the section to either expand ( ) or collapse ( ) that section.
