Paul,

I would first draw a reference circle on the wall that you hope to cut the circular window out off. Then use the Poly-opening tool, with the wall selected, to trace the circle to form your circular opening. Then you can discard the "reference circle". You can be very accurate if your reference circle is drawn directly on the "face" of the wall; that way you can use Handle Snapping to create your opening.
