Thanks for taking the survey and for your comment. Page 8 was intended to allow your hypothetical response, even if you aren't currently required to do energy analysis on your projects. Please accept our apologies since this obviously wasn't sufficiently clear. (Initially we had a lengthy introduction to this page that explained this but chose to eliminate it to help people move through more quickly.) Thanks for the feedback.
