If you are going to use the bitmap a s a reference for modelling (to get the right scale) you have to do this.

1.- Create the plane (or box) that you are going to use as a reference
2.- Apply to it a UVW Mapping modifier
3.- Aling the gizmo to the face or plane you´re going to use
4.- Create a new material, and assign a bitmap material to the Difuse setting
5.- Choose the bitmap you want to paste
6.- Click in the button of the material window that is like a white and blue checked box (Show material in viewport)
7.- Now the box will appear textured in all viewports with shading (flat, gouraud)
