Paste a bitmap on a plane, well that's pretty easy. there are several methods you can go about it. The simplest is to create a box, and assign a map to the diffuse rollout of the material. Then, apply the material to the box and you're done. But then, you have a box and not a plane, to get a plane you could try going into sub-object mode, then going to vertex edit mode and deleting the bottom 4 vertices, which will leave you with a plane. Alternatively, you could just create a patch grid and assign a material to it.
