Translating VRML into other formats

I am trying to translate a VRML v1.0 file into a format compatible with ProEngineer. These formats would include IBL,IGES,STEP among others.
If anyone has any suggestions of how I can accomplish this (without having to resort to excessive spending!!) I would appreciate the help.
