Message - Scaling Question Acad or Max

Scaling Question Acad 2000 or Max 3

Hi
I am wondering if there is a way to scale an object accurately in a sort of different way.
Say we have one object and it has lets say a flat edge on one side 4" and on the other side 9"

Now we make a copy and scale it down so the 9" fits the 4" side accurately.

The question! Is there a way to achieve this like the way we can snap to faces of two objects together flush in Acad. Possibly you know a way or a plug in to do this.

One other Question is there away to scale say a cube and scale down to some size with out changing the depth.
I know this could be dune by scaling the face first then re extruding.

Hope some one could elaborate on this
