You may wish to explore the scale command.
Try the reference option.

This option allows you to:
Select a base point and a start length,
then you can snap to a new length.


Example:

Command: Scale
Select Object: (Select the object you wish to scale)

Base Point: (Select a base point)

/Reference: Choose Reference (Type R)

Reference Length <1>: (Select a point to define the length you wish to scale.
Second Point: (Select a point that will become your new length from your base point)
