use 'displace' modifier.make a box having many many!!!faces ie too many length,width segments(time factor?).go to modifier>more>displace.select a map (better in gray scale).u can use
your favourite paint program to make it.white areas displace more.black the least,gray accordingly.use the strength and other spinners.consult the help files.
also u can use editable mesh modifier.edit manually by dragging the vertices(in sub-object vertex mode)one by one upwards.don't forget to apply a mesh smooth modifier(with iteration 2 or 3,probably will be sufficient).
in each case the object should have too many faces.displace never work with segment 1 in first case.
