[NLC] FW: New requirement for neighborhood/applicant meetings

Hello, I am forwarding this email on behalf of Mike Kinnison.
Good news for neighborhoods. The Minor Code Amendments passed by City Council on August 11th includes a new requirement that a meeting be held with neighbors prior to the submission of certain types of land use applications. We are making progress on meeting Neighborhood Action Plan Goal #11 (Involve Neighborhood Associations earlier in land use proposals), which was the highest priority issue of Neighborhood Associations at the last summit. This amendment to the code is responsive to specific summit recommendations to 1) encourage developers to work with NAs and all residents and 2) to involve NAs prior to applications being deemed complete.
The meeting requirement will apply to the following types of land use applications:
* Type II: 3-lot partitions, tentative subdivisions and tentative cluster subdivisions;
* Type III: Conditional use permits and tentative planned unit developments;
* Type IV: Refinement Plan Amendments, street name changes and zone changes (processed concurrent with a site specific Refinement Plan amendment) that are not city-initiated;
* Metro Plan amendments that are not city-initiated.
The applicant is responsible for scheduling, advertising and hosting the meeting and coordinating a meeting date with the applicable NA. The applicant must provide a site plan at the meeting. If the site plan submitted as part of the application process does not conform substantially with the one presented at the meeting the applicant will be required to hold another meeting with the neighborhood. I have attached a copy of the code language for reference. Please feel free to give me a call if you have any questions.
The change goes into effect on September 13th if the amendment is not appealed. Staff are currently working on developing a process to implement the code change. Please inform your members of the change and encourage their participation at future scheduled meetings. If there is any change to this implementation date I will let you know by email. Keep in mind that the requirement will only apply to applications submitted after the effective date.
