[NLC] Mailing Land Use Application Decisions

Michael,

It would be very helpful if the City produced its PDF files so that 
text can be copied from them.

It's very time consuming to try to quote from a document that has 
been scanned as an image or that is a text PDF that doesn't allow the 
"copy" operation. Many Planning Division documents are of one or the 
other of these two types.
