[NLC] Early noticing of land use proposals

Dear Neighborhood Leaders,
As many of you know, one of the top priorities identified at the
Neighborhood Summit was to involve neighborhood associations earlier in
land use proposals. Through the Neighborhood Empowerment Initiative
process, staff and neighborhood representatives have identified a number
of strategies to address this issue. I am pleased to announce that,
beginning in March, neighborhoods will be receiving email notifications
of recently submitted land use applications and scheduled limited
consultations and pre-development conferences.
We have finished implementing a number of changes to OnTrack, the City's
online land use application tracking system. The look of OnTrack has
changed, making it more user-friendly and informative. The system now
provides, planner contact information, direct links to relevant sections
of the Code and an interactive map function. In addition, for active
applications, the following documents will be available for viewing,
searching, printing and emailing:
* Original application materials
* Site plans (if reduced size provided by applicant)
* Public notices
* Staff reports
* Minutes and Agendas
* Performance Agreements
* Public Testimony
* Appeal Documents
* Ordinances
* Resolutions
Our document archiving process is a work in progress and there may be
some documents still unavailable for 2007 active applications. If you
cannot find a document, please contact the planner identified to obtain
a copy.
Neighborhood leaders will be sent a weekly email notice on that includes
all land use applications filed during the previous week with a live
link to the OnTrack system. We have scheduled a training session at
6:30 pm, Thursday, March 13th in room 439 of the main library. If you
are unable to attend this session I will make myself available as needed
to work with anyone who needs some tutoring on the new system. Please
keep in mind that we are still refining it and there may be some initial
hiccups that need to be addressed. I encourage feedback from users so
please let me know if you have questions or suggestions as you become
familiar with the new system. We may not be able to accommodate all
suggested changes but will do our best to meet the needs of public
users.
The second email notice you will be receiving will provide information
about scheduled limited consultations or pre-development conferences
that are scheduled by applicants. The majority of these meetings
involve building permit applications that do not require a land use
application and opportunities for public input. However, conferences
are required previous to filing a limited number of land use
applications, including CUPs, PUDs, and Willamette Greenway Permits.
Please keep in mind that these meetings are scheduled and paid for by
applicants and are not public meetings as defined by Oregon Statutes.
I have attached the current list of email recipients. Please review and
let me know if you would like to change the contacts for your
neighborhood. In order to help me manage the database of recipients I
ask that requests for changes to the list come through the elected
Chairs of your respective associations. I hope you all find these
changes useful and look forward to continuing to work with neighborhoods
to keep them informed and involved in the land use process.
