[NLC] Needed housing criteria - comparison

I've attached a document that compares needed housing criteria with  
general criteria for conditional use permits, partitions, PUDs, and  
site reviews. While partition requirements aren't greatly different,  
you'll see that the three others are dramatically changed, and not for  
the better in terms of neighborhood interests. Items in red italics  
are differences between the two sets of criteria. If you notice an  
error in my labeling, please let me know.

Midtown Terrace in West University, SR 08-5, is trying to set a  
precedent by using the needed housing criteria for their site review.  
Gordon Anselow said he was the one proposing this route to the owner,  
and consultant Carol Schirmer approves of their taking this approach.  
Since both are on the ICS Task Team, it does not bode well for  
neighborhood interests in the future.

If you would rather not see developers using this shortcut, please  
consider sending a comment to planner Heather O'Donnell  
(heather.m.odonnell at ci.eugene.or.us) by 5pm July 29th. They are in the  
initial comment stages of site review now. The Planning Director may  
agree that all you have to say is "all housing is needed housing" in  
order to demonstrate that the proposed housing is needed housing. I'd  
really like to disabuse them on that notion - or at least give them  
pause - now, before we get into a protracted appeal process.
